They get the car back when the fine's been paid. Believe it's about 700 euros.

The police were on some crusade around here a couple years back about wanting to crush the cars any cars they found that had been modified for the purpose of street racing. (which could mean as little as a high performance catback exhaust)

Not sure what's happened with that, hopefully someone with better judgment put a stop to it.
