SACRAMENTO, Calif.

A woman held captive for nearly two decades by a rapist out on parole will receive $20 million from the state of California for her ordeal, during which she bore two children to the man whom officials were supposedly monitoring.

Lawmakers approved the settlement Thursday for Jaycee Dugard, now 30, and her two daughters, who resurfaced last August after being held in a secret backyard by a suspect identified by authorities as Phillip Garrido.

"It is compensation for three people for the rest of their lives who have been horribly damaged over a period of 17 or 18 years," mediator Daniel Weinstein told The Associated Press.

Dugard and her daughters, ages 15 and 12, filed claims in February, saying parole agents with the Department of Corrections and Rehabilitation began supervising Garrido in 1999 but didn't discover them.

The Dugard family members claimed psychological, physical and emotional damages.

Im confused as to why the state is giving money? Was the guy supervised by the government and the officials never found out he was keeping a prisoner?

Yes, he had his backyard setup in a way that it looks like it cut off, but there was an area further back where the woman and the kids lived in tents and makeshift structures. The theory is that the parole officers should have inspected the grounds a little closer.

She didn't get enough if you ask me. Kidnapped when she was 11 then repeatedly raped, tortured and held captive for almost 20 years by a registered sex offender that was on parole.

Her kidnapper, Phillip Garrido, was previously sentenced to 50 years in Leavenworth in 1977, for kidnapping a different minor and sexually assaulting her, only to be paroled in 1988. He was monitored, wore a GPS ankle bracelet and police frequently checked on him at his house yet they failed to act on numerous reports that something was wrong at his house.

There were numerous reports over the years while Jaycee Dugard was held captive that could have set her free. One was even from his neighbor who said there were children living in his backyard and Garrido was "psychotic" with sexual addictions. The cops talked to Garrido that time on his front porch and never went to check the backyard.

Total and utter fuck up by the state and she deserves every penny they had to pay. Lets hope Garrido and his wife get what they deserve - a lethal injection courtesy of the state.

It gets even worse. He also sexually assaulted another minor before the 1st kidnapping but the charges were dropped because the little girl did not want to testify against him because she was afraid.

i think she should get more as well an people like that make me sick sex offending should be held just like murder becuz the child is scared for fucking life but they don't look at it like this but alot of us do going to jail for 10+ years isn't good enough they should have life in prison so they get the shit beat out of them everyday by big bubba an his buddies killin them wont do anything that is going easy on them

He was in prison for the same thing before and released on parole after 11 years of a 50 year sentence. He should have been shot the 1st time it happened.
