The chemical is most certainly sold and used for fertilizing bonsai trees.

They sell it in pure form for people to make their own fake weed with but they can't sell it as what it is so they make up this whole story about it being soluble in water to spray bonsai trees with and they will grow like crazy, all just a cover up.
