You mean a secret test... to send a public message? You know, i'm no Head of State, but thats generally not how it works. Military tests are done all the time and war games are held all the time for political reasons. They are announced, they make sure the world is watching and then its done. Military tests aren't generally done in plain view and then denied.

not to mention it's common knowledge we've had icbm's that can do that for decades and decades.

I have a friend that works for Raytheon and they are working on the Trident submarine missiles. VERY good possibility it could be SLBM's. If it is they are just testing it not trying to intimidate.
