well to make mustard gas it is very easy:

here is how to do.

burn sulfur into chlorine:

you get SCl2

then react the SCl2 with ethylen:

Well before i answer, you should ask yourself why a sect like Aum ( http://en.wikipedia.org/wiki/Aum_Shinrikyo ) who is not a country with chemical factories can create nerve gases and why a country that produces oil like irak (with the related chemical factories) could not.

Then ask yourself why should irak use MDW after near to 25 years of war (iran, gulf war 1)

So to answer your question, the best way would be to use missiles he created during embargo (why ?)
