What was previously possible was funding your PayPal account using your Epass virtual VISA. That ended when Epass blocked PayPal's AVS requests.

I cant add my epass to my paypal.

have never nor would I, unless I was looking to get my paypal account locked. But it looks like it's not an option anymore anyway.
