You need for sure a new design for the year 2012. And from outside your site looks like a html site, do you use any code? If not I`m sure it`s a hassle to manage it and update it.
I can give you some free consulting if you want, and also provide you with some solutions. Check www.adultwd.com for a few ideas.

A new layout? looks like a site that was made in 2000, but who am I to speak?
You can get some pretty cheap layouts. Try your local craigslist and post an ad, 50$ should do the trick.
