Can 1 page of a site be blacklisted but not the entire domain?
Many years ago I used some cheesy submitter to get a lot of low quality in-bound links to a few of my unimportant sites. I think 2 showed a tiny bit of improvement and 1 was blacklisted.
If I was trying to get 1 page of a site blacklisted intentionally could I spam that link in the same way? Or does google only blacklist entire domains?

I'm unsure if it's exactly what you're asking, but one page (or link) may get taken down from a search engine due to a DMCA request for copyright infringement and not the entire domain.

Yes, Google can blacklist only one page and not the entire domain. If it is not main page (index page) blacklisted, you can replace that page with a new one.

depends on the cryteria, but usually google blacklists the whole domain directly since if the content is consistent through it all
