When is a german website german?

Hi folks.
Many of you are looking for links from websites of specific countries. As I have different websites written in different languages with different extensions, I ask myself:
When is a german website considered as german?

a) it has a .de extension
b) it has german content, text

I consider website being german when it has content written in deutsch
