I have good traffic, but i want more of community

I Have a fetish website which gets 5-6k uniques a day, and around 40k pageviews
It has wordpress installed, smf forum and a custommade script which is like hot or not, but for fetish photos.
My problem is, my website has so many visitors, but noone is posting something on the forums, or commenting on videos, photos. I didn't block anywhere to be viewed from visitors but there are 200+ registered users which i don't know why they register if they won't post.

so what can i do to make people more active, regarding posting on the forums? I think they don't post because it looks like i am the only one that posts something, and it looks deserted. I am thinking of paying some people for posting some stuff to start off to make the forum look active..
is that a good idea? what else can i do?
thanks

Paying people works. Giving away free shit works too.

On one board of mine, I gave away a $100 iTunes card every week for 3 months to the top poster. That got people going...

hi
i think it will be great with few paid posters to your forum at the begining. If the members saw some activity to the board be sure they will get into. I had this problem too for my escort board. The visitors was registered but noone posts. After i grow the threads and posts with paid members i make private one of the important section from the board. This litte trick will bring you some nice amount of members .Also bznet gives some nice advices with the gift things 4 motivation.Good luck

Depending what kind of site it is... see if you can get a sponsor you promote to give you a couple month memberships to their sites or something that you can give away. Good exposure for them too, then.
