Best to have a company do it for you if you're going to be mailing large lists and have never done it before... at least if you want to inbox.

We have rewritten a pretty good system used by some people who do quite a bit of mailing.
Our systems let you search and decide specifically which groups to mail to, by geographic
location, by what they've purchased before, whatever parameters you may have. It's pretty
        affordable too.

It's also double op-in. If you wish to adjust our system to use it for spam, the fee for that is
$10,000 per spam that you send. So don't use our systems for spam.
For historical display only. This information is not current:

Depends on your budget. You said the BEST, so that would be http://www.strongmail.com/

Expensive as shit though, and will cost you at least $60,000 to get setup.

Ohhh, if it's just for small lists like that, pickup a copy of Interspire or something, then grab a remote SMTP service that keeps their servers white listed. Should do the trick for you.

I'd recommend someone customizing Interspire for you though, and adding in things such as, multiple rotating SMTP servers with throttle limits, and e-mail deliverability checks.

Try usaing PhpList. It's free and if you have CPanel hosting with Fantastico installed you can have it up and running with just a few clicks.
I ran a list with 15000 double opt-in members off a virtual account and it ran flawlessly. Google Mail, Hotmail & Yahoo mail all had no problems accepting it.
