You need to show some US nexus. You don't, however, need to be an American citizen or a US resident.

Yeah it's best you avoid it since you are in Canada and with the ICANN contact information having to be correct or you can lose your domain, it's an unnecessary risk. Chances are slim that if you made it up you'd have any issues but better safe. Go for a alternate .com domain name.
