I guess what they must be doing is changing the order of the cascade to whichever biller is converting best, and not to whichever affiliate link the surfer went through (which is what I thought they did, or used to). So you could send through an Epoch link, but the cookie gets ignored because CCBill wouldn't pick it up, or vice versa.
