Because this was a "plan" and no action was even taken on it. The United States loves making plans, and no one loves making plans more than the US Military. During the 1960s the CIA came up with many crazy ideas to try to make Castro look bad.

A lot of things get lumped up in "conspiracy theories" which is a shame. Someone says the word "bigfoot" or "nessie" and there is a programmed knee jerk reaction.

The one thing I do not think belongs in this category are - extraterrestrials. Or, civilizations outside of earth.

I think it's really foolish not to believe that there are intelligent beings elsewhere. There have been colossal coverups and plenty of dis-information about the matter. This to me, is the largest conspiracy of all time. As it has the potential to have such a massive impact on our "world view" and the way we live.
