The problem is that the network owners are giving away phone calls too cheaply.

The obvious answer is to make phone calls more expensive.

A phone call should have a 1:1 ratio and that isn't happening anymore with too many wires and satellites out there making calls virtually free.

It may not even be an end user number. I have no idea how networks operate but I do know that when I've sent (and received) texts abroad the number they've seen isn't mine but some other number from my network provider, and often the number I see in texts from them is not theirs.
