There is no "contract" - these fees are inmany countries (empty media, printers, copy machines) and I actually do not agree with them because those are bullshit fees and I dont think anything goes to small copyright holders from it.

FYI, he needs to give specific locations of the infringing content on your site, and correlate it to the site with the original/copyright content.
