Its either the government in Washington DC, o "government" in state capital. I mean all the countries in the world has governments. States are like countries within country, and states have their own "governments".
The only difference is that these governments of states are closer to the people and better know problems and issues of that specific region. But in that case you could go even one level deeper and have "governments" of counties within state...

And why not? Most countries of the world have one government, they do not have "countries within country" and they have no problems. I mean if "countries within country" is such a good idea why don't other countries adapt this model?
Like I said to Robbie - either way you have government, either in DC or in capital of the state.
