Yes they bought them legally because that is their right protected by the constitution. They don't have the right, however, to use the gun to randomly murder people, we have things against that called "laws." If you break those laws you will go to prison for a very long time or maybe even die.

You can vote to ban anything you want. Doesn't mean people will actually abide by it. There's plenty of 'banned' things you can find easily, in most places in the world.
