Those are mostly sites from Latin America. Saw one like that recently, that was oriented on one model, around 12, clothed.. but the swimwear was so tiny (mini-bikinis etc.) and often see-through that you could see intimate details. Well.. I guess it is legal in those countries. It was clear that the site was not about fashion.
