A Prophet - Good French movie, with an excellent central performance

Surprised nobody mentioned Reservoir Dogs yet. Bonnie and Clyde is a well deserved classic.

Boardwalk Empire is a TV Show but it's excellent, also if you like 1920's prohibition Gangster films then Miller's Crossing (1990) is a classic!

There are two Brazilian films, not really sure if they are gangster films but they fit into the crime/gang/action genre that are awesome!

Elite Squad (2007)
Elite Squad: The Enemy Within (2010)

These films have a really low budget but they're fantastic!
