we've had serious issues of exoclick allowing copyrighted material to appear in advertising without authorization, having the material forwarded to you AdultKing, thank you for the efforts!

They are scumbags, their staff turnover is ridiculous. I have had 4or5 different reps assigned to my account in the last year or so, that tells you something so I quit using them and wouldn't recommend them to anyone.

If you cut that off, there will be ENDLESS amounts of people willing to take their place. Im not saying its not a good cause, and I don't have an answer that works, but going after the ad networks is a tough way to go. You could put in a TON of time / money just to succeed and another network will pop in with their tags up the next day.
New names, new shelf corps, new banks. The internet makes it quite easy to set up a throw away corp structure allowing people to do business in a way that makes doing things illegal / shady worth the risk. If you get shut dow, you take the technology and in 3 days have it behind a new company name with a new bank. Get shut down again? Rinse and repeat.

Honestly,i cant understood why somany tubes using them,as their pay rate is so low,sometime they dont even count clicks at all.I guess that is reason why they accept ilegall tube sites,as such tubes might not have a choice with other networks.
