a good step would be to decriminalize your addiction as a society...if crime is not the path of least resistance then most wont go that way...and the only way to do that is to take profit out of drugs and tax it and distribute legally...

If you have nothing better to do, take whites vs blacks, number of deaths (choose either lowest or highest estimate), take into account the %-age of the race, calculate deaths per capita and see what numbers you come up with for both races.

Even after you take into account the changes by race over the years, you will get something along these lines (guesstimating here):
- whites -> 20-25% caused at least 35-45% of all deaths
- blacks -> 15% or so caused 10% of all deaths

Anyone with tons of free time on their hands could do some rough calculations and share with us in this awesome thread.
