duh because the under covers are mostly white. now they have to hire blacks to track down blacks. just like hiring indians to track indians in the western days. hoods are calming down now that crack is gone. the cheese and belushi keeps them high and not shooting up where they live (excluding chicago :1orglaugh )

Just stay inside the old French quarter and you'll be safe ;) BTW it's the only place in the USA I've been to where you can drink beer w/o a paper bag right on the street in front of police :)
