Would you also have state inspectors making sure all the plants aren't dead? Fining if they are? Is the building owner or tenants responsible for upkeep?

They sell it to you like a pre-grown carpet. It's not grass but a kind of rock garden plant, stuff never dies.survives with almost no water and grows on a sort of moss or a tiny bit of soil.
