I sent a followup email to Paypal to explain that I even though it was for a website, I was supposed to receive it in a "flash drive/CD" to be shipped to me so technically it would not be an "intangible good" as it's something that is physically in my hands but the ass clowns

Custom made items

I absolutely love the last line by this clowns, I can see some guy being pissed off enough that he/she drives down to the person's house who scammed him, and killing him or doing him enough harm. That would be "custom" so ooops you are shit out of luck if you bought it and you received a fake gold bracelet. I opened a Paypal case report for a digital item that didn't work properly in July 2014 and Paypal refunded the purchase price. Maybe you have to go about it a little differently...

Do I get it right ? You have bought an item, used it and then wanted your money back so you have filed a report ? That is the biggest fear of all merchants , that being customers who misuse the Pay Pal motto "steal from the big and give to the small". Indeed. There are scammers on both sides, it is impossible to cover all that for paypal, so easier just to leave those risks. Look at it that way - if you hand out cash and get ripped off nobody is there to "referee" your money back... Risks everywhere, not possible to eliminate that.

Maybe you can clarify why I ( running a business of digital download website) should not think that you ( who may not know how to save the file properly) and goes "squeaking" to PP is not one of those " cowboys" who actually know, but to PP report fraudulent merchant....
