I sent a followup email to Paypal to explain that I even though it was for a website, I was supposed to receive it in a "flash drive/CD" to be shipped to me so technically it would not be an "intangible good" as it's something that is physically in my hands but the ass clowns

PayPal Purchase Protection only applies to PayPal payments for certain tangible, physical goods that can be shipped. We are unable to grant you a refund because your payment was for one of the following items:

Intangible items, including Digital Goods
Services
Real estate, including residential property
Businesses
Vehicles, including motor vehicles, motorcycles, caravans, aircraft and boats
Deposits made for vehicles or other items
Custom made items
Travel tickets, including airline flight tickets
Items prohibited by the PayPal Acceptable Use Policy
Items which you collect in person, or arrange to be collected on your behalf
Items that violate eBay’s Prohibited or Restricted Items Policy
Industrial machinery used in manufacturing
Items equivalent to cash, including prepaid or gift cards
PayPal Direct Payments
Virtual Terminal Payments
Personal Payments
Splitting a payment into multiple payments to pay for one item

You may also try to recover your funds outside of PayPal using other methods.



I absolutely love the last line by this clowns, I can see some guy being pissed off enough that he/she drives down to the person's house who scammed him, and killing him or doing him enough harm. That will be absolutely priceless because he can show that stupid last line of Paypal's response in court and everyone in the world can see how stupid and idiotic that last line was. Thanks for rubbing it in you Paypal clowns. Tell me now why people would use your fucking service if they have no protection against all the things you listed above that is not covered in your laughable "Purchase Protection"? :mad::mad::mad:

ps. "Custom made items".... So this would include a gold bracelet you buy from Ebay with an inscription of the person's name inside the bracelet. That would be "custom" so ooops you are shit out of luck if you bought it and you received a fake gold bracelet. (Yes I called these clowns and they confirmed this to be correct)Holy crap, does Paypal just change the rules as they please and add new things as they see fit?

I opened a Paypal case report for a digital item that didn't work properly in July 2014 and Paypal refunded the purchase price. Maybe you have to go about it a little differently...

Do I get it right ? You have bought an item, used it and then wanted your money back so you have filed a report ? That is the biggest fear of all merchants , that being customers who misuse the Pay Pal motto "steal from the big and give to the small". I do ot believe that this is what this thread is all about :helpme

Indeed. There are scammers on both sides, it is impossible to cover all that for paypal, so easier just to leave those risks. Look at it that way - if you hand out cash and get ripped off nobody is there to "referee" your money back... Risks everywhere, not possible to eliminate that.
