You can hear him begging through a good portion of this video and you can see him sitting on the curb. Now granted as the chaos went on that white boy some how managed to get up and disappear but he was there for a bit. Now we could assume the cop was smart enough to hold atleast one "Token" white boy to try to appear not racist or we could go with the more obvious assumption that is actually proven in the film which is this guy was an out of control asshole cop.
