I can't say whether Hillary will be a 'good' president but I do think everyone else running would be cock blocked by Congress. Hillary has nefarious friends in Washington like her, so maybe the government wouldn't shut down every year...

You are right about that. Hillary would easily get all those other lifetime bureaucrat/crooks in Washington to pass lots of legislation funneling taxpayer money out by the trillions to their cronies.

And the govt. wouldn't "shut down" (it never really did anyway) with Hillary either.

Bush signed the Status of Forces Agreement with Iraq which withdrawal of all american troops by the end of 2011. Obama did want 10,000 troops to remain in Iraq but because the Iraq government would not be american troops be given immunity from prosecution the deal went no were. Would the 10k of troops of made a difference who knows.

Great. And now the end result is the Iraqi government is falling apart. This past weekend the so called "Green Zone" was completely over run by protesters. Combine that with ISIS, and Iraq is completely fucked.
