there is a difference between targeted surveillance (bad guys) and MASS surveilance.
bad guys are already known to police and secret services in 99 % of cases. so why not to target just them ? 9/11 happened because we weren't looking hard enough. actually I think its quite the opposite. just like anthrax mails in US that were failed false glag operation. Quote:
