It is not enough. They won't change their mind, they will just regroup and change strategy. They are not humans and should not be treated like that. They were not humans in Paris, on 9/11 or when they bombed Russian plane. They need to be completely (as much as possible) exterminated and that is only solution. Those kids would anyway be learned to slaughter and kill. Let's not pretend, we all know that. Problem is that Turkey will let them in and cover them as until now. Now is a goal to kill them as much as possible and secure some kind of peace in incoming years.
