Same price even if you take no phone is a rip off by carrier.
Usually plan cost X, if you take discounted/subsidized phone it cost X+Y.
If they try to charge you X+Y even if you take no phone something is lost in translation.
Having said that I still believe you would have gotten the same/similar plan for less than 80 bucks if you insisted on no subsidizing any phone. It just can't be otherwise. Unless US carriers have weird policy of not giving plans without subsidized phones.
