That's not correct actually. A flat income tax in Russia is 13% - doesn't matter if you make 3 RUB or a 1 billion a month. Not only that, most clothing and consumer electronics are more expensive here than in the US (and that you don't have to even factor in the local wage, they're just straight up more expensive). Medicine and education have to be super cheap because most people have no disposable income :p
