You see how it works, silly. First they investigate. Then present evidence. Usually to grand jury. Then they decide if they have enough evidence to charge that person.
In your feeble mind and minds of those you like to copy so much, its the other way around. First they come up with horse shit list of charges... espionage, treason, goat fucking .. Then they try to compose evidence to stick. Nooo, son, that not how it works...
