Sounds like a huge legal liability: You're going to take sides in a dispute and publicly shame individuals and businesses.

You can still let board users battle it out in a thread and if one's found guilty I'd guess ban them, but maintaining a list by the site owner is just asking for legal issues. I'd be asking a lawyer more than board members.
