Wisconsin was below the .5% threshold, a recount is reasonable and assured. PA and MI will require legal action and a ruling from a judge.

If Wisconsin is determined to have been tampered with, and if the nature of the evidence is similar in those two states, a judge will allow the recount. If not, then it will not go forward.

Wisconsin could conceivably go to Clinton, but PA and MI will not. In the end, it will be more fodder for Democratic division and a side show designed to avoid acceptance.
