it was politically impossible to stop... any attempt to put brakes on it would have been described as: "Republican cocksuckers are against affordable housing! they want to make it harder for low and middle class families to get mortgages!"...
so no, Bush administration couldn't do much without committing political suicide... :2 cents:
and in hindsight it all seems obvious, but like you said no one wanted it to stop, everyone (not just banks) was making $$ hand over fist, and so everyone wanted the good times to last a bit longer, no one wanted it to end...
