Like so many things repairs on infrastructure were put off on the basis "We don't need to fix it today." Which leads to so many deaths you would think they have learned to fix it before the crisis.

There's no disaster yet all that happened is people have been told to evacuate an area that's in danger of being flooded if the dam breaks. The reason for this event is the State has not kept up on repairs and maintenance of the dam for too long.

Could that be because the poor want change?

I suggest those earning a better living pay more taxes to support the growing number of poor.

Either I didn't explain it properly or you don't understand. The Richer States like California have to pay more taxes to support the poorer States. Otherwise, the entire country sinks into civil war.

Clearly, California has more spending than the people are prepared to pay for. This dam should have been maintained and repaired in the past. Paid for by the taxpayers. A business would update, repair, etc. Passing the costs on to the customers. Somehow when it comes to taxes people think it works the another way.
