You just lack the understanding of WHAT people's best interests are.

Their best interest is NOT in getting a hand-out.
Their best interest is a viable economy and hope for the future.

Be better money invested, and help people get trained in new areas for the jobs available. Say give any able body person 6 months to a year of help, while they get trained.
