On a serious note, it's absolutely opposite to what you thought. The problem is that the Russian Constitution doesn't work anymore. Putin has literally forbidden it. He makes his own laws that VIOLATE our Constitution here and there. For example, the news posted by OP in his 1st post of this thread is yet another example of a direct violation of the Russian Constitution - Putin has no right to decide who will participate in the elections - he is not a king here. That's written in the Constitution, but he doesn't care because he thinks he is above it. And that's what the song is about. It's called "The Phantom of the Constitution" - the Russian Constitution which was burred alive by the president and his gang. And it's a very sad song, actually.
P.S. She doesn't burn the constitution. She shows it burning because someone (and we know his name) has set it on fire. These are two different things...
