It doesn't always mean a bribe. For example I have never paid a bribe during the whole my life - you can believe or not, but that's truth. In most cases that's just breaking the law. I don't know anyone who didn't break the law in Russia. Course you won't get away after killing, rape or robbery, but everything else... We have a lot of strange laws that we call "Schrodinger laws". They are exist on a paper, but they simply don't work because they can not work in Russia. Simply just because.
