Yes, the Nazis had a four year plan. It was about agricultural production, and retraining "key sectors of the work force", better regulation of imports and exports, and "self-sufficiency in the production of raw materials". They didn't say they wanted to build thousands of tanks and thousands of airplanes. ALL of this was done in secret.

The rebuilding of the German Air Force is a great story. They made civilian based airplanes and had civilian clubs to fly them. This might have been funded by the Nazi government, but it was a civilian function until actual war started. All of this was done in secret.

Once other nations figured out Germany was rebuilding, they were knee deep in appeasement - while also rebuilding their military forces.

No, the blame does not rest on the Americans, British, French, or Russians. I won't even place blame on Germany. I place blame squarely on the Nazi party.
