I'm not familiar with the economics of NY, but taking one city as an example for anything other than that one city is stupid. And only a stupid person would do it.

The main reasons for crimes are poverty, no future, lack of employment, lack of police, courts, probation services, etc. It's not about colour only. The main reason is a culture where people see crime as the only way out or the easy way to a fast buck. Few people will break the law if they know the rewards are poor, likelihood of being caught are high and the repercussions are huge. And they have a decent job.
