The bail bond company posted/provided the court the 100k guarantee (a document and not the actually cash), and typically it is the bail bond company that would be first required to pay the 100k to the court in the event that Smollett didn't make his appearances. Remember the bail bond company is the guarantor.
Based on what the media is reporting, the case was dismissed on the condition, Smollett agrees to forfeits his bail (which is 100k). In the announcement they (the media) didn't refer to forfeiture of the bail company's service fee (which is 10k).

Bond is only 10% of whatever a judge sets it at. Then if you don't show up...you pay the whole amount.

Robbie, I didn't follow this story closely, and I certainly didnt research everything related to it. I presume he gave the 10k to the bail bond company.
And ... its bad enough one can buy itself out of a bad situation one put themselves into, but, I should hope that the city took 100k for reimbursement on costs, and not a mere 10k.
