Republicans know that when this report gets released to everyone, it's not going to look good for the president. Maybe the information really doesn't reach the high bar of prosecution, but if it reached 75% of that bar then that's something worth being concerned about. Just because it's not prosecutable doesn't mean it's right.

But Republicans have the "as long as you don't get caught it's not illegal" mentality.
