Not everybody washes face. Usually men do that. Women have a makeup which is not water-friendly ) E.g. I always wash my hands and face when I'm entering home. These are open parts of body and they accumulate dirt, viruses etc.
I maybe a bit strange for people from other countries, but personal hygiene is a big thing in Russia. Even when you are enter a school, you must have a pair of special shoes. One pair is for street and the other pair is for classroom. When you enter a hospital, you must wear shoe cover over your shoes. A woman here won't visit a gynecologist if she hasn't took a shower and is not shaved off.
