To the OP - this is the last business I would recommend anyone staring in porn... its the worst possible business. Seems great looking in... once you are running an agency you will quickly see how difficult it is.

Go look at a list of agencies in porn... the turnover is huge. Most fail. And fail quickly.

And the market you want to target isnt profitable. Thats why no one is doing it. Its not that someone hasnt thought of it... they have and decided against it.
