I dont know where you live and people claim the real estate boom is about to bust but they are still building new houses here like crazy. If someone appears credible and is willing to work, I don't see any harm in throwing a couple of bucks his way. Most scammers I've seen try to make themselves appear as established and as credible as possible.. not come asking for some work or spare change.
