Only an idiot would think that those two passages (i.e. the one re: the two suspects and the grenade, and the one regarding Muhammad Bouyeri) where talking about the same instance.

It clearly says, AFTER talking about those 2 suspects that "Ten others were arrested, including the prime suspect, a Muhammad Bouyeri". It doesn't even suggest that it was in the same instance, nor would any reasonable person assume it to be the case. It simply claims that a total of X amount of people have been arrested in connection to the crime - that is it.
