Check closely your ISPs Terms of Service... most have rules against it and many (if not most) will terminate your account immediately, no warning.

Nope the risk isn't greater...You normally have more of a chance to be down on a paid host...Because most freehosts if they are designed right are on a load balancing system with fault tolerence that basically routes all the traffic ammoung many servers and connections. So the chances of you actually being down if very slim to none...

But with any hosting free or paid there are glitches and nothings 100%...
