The article is poorly written and even though the title states, "Oldest known human fossil found in Europe", the author leaves room for some readers to be confused.

Hominins aren't humans. They are pre humans. Hominins also include primates, such as chimps.
Hominins 'emerged' from Africa, settled in Europe.
While in Europe, they later evolved into the earliest species of humans, called Homo antecessor, which made them the first humans. This is where the title of the article comes from.
