Personally I love getting a blowjob and am glad my girlfriend is willing but I've never done anal and thats just because I'd rather not stick my cock where shit comes out of :/ I also would never go down on my gf because it doesnt appeal to me and as someone said what gets done should excite both the do'er and receiver.
Quite frankly in actual answer to your question if they dont allow blowjob then they shouldnt allow anal simply because it isnt sex (in the form of having the ability for reproduction) I would also assume though if they dont allow anal that the figures wouldnt have statistics for gay men or experimental men.
